Regional Procurement Office West’s Quarterly Small Business Virtual Event will cover the need-to-know Small Business Regulatory process to help increase your VA procurement readiness, regulatory understanding, and opportunities on winning a VA contract.

About The Program Office 

The VHA Procurement and Logistics Organization (P&LO) healthcare support organization within the Operations and Management branch of VHA, serves in four fundamental roles:


  1. Maintaining a supply chain management system for VHA by providing procurement and logistics services.
  2. Exercising oversight and stewardship responsibilities for the VHA Procurement and Logistics Program to ensure compliance with laws, regulations, and national policies governing federal acquisition and property management.
  3. Ensuring customers are served in a manner that meets their needs. 
  4. Promoting excellence in business practices through acquisition, administrative, financial, and clinical efficiencies.

Gary L. Nelson


Small Business Liaison


U.S. Department of Veterans Affairs Network Contracting Office 20

Gary Nelson currently serves as the Department of Veterans Affairs Network Contracting Office 20 (NCO 20) Small Business Liaison. In this capacity, he has direct responsibility as the small business advocate supporting vendor outreach and counseling, prime contracting programs, subcontracting programs, program and organizational support, training, and ensuring small businesses receive maximum consideration on acquisitions. Prior to his current role, he was a Warranted Contracting Officer & Category Manager with the Department of Energy: Bonneville Power Administration. Gary also earned his Master of Public Affairs degree from Washington State University where he published a thesis on Socioeconomic Small Business Programs and Contracting Officer’s Discretionary Authority. Gary ran a successful business as a General Contractor which completed over $4.6 million in Federal contracts with the United States of Army Corps of Engineers and Department of Veterans Affairs. Gary served in the United States Army as a Combat Medic and toured overseas in Afghanistan, 2004-2005.

Branch Chief of the Business Support-Logistics (BSL) team


U.S. Department of Veterans Affairs Network Contracting Office 20

Brian Corey is the Branch Chief of the Business Support/Logistics (BSL) team for the Department of Veterans Affairs (VA) Network Contracting Office 20 (NCO 20). As the BSL Branch Chief Brian and his team are responsible for supporting a wide range of supply and service actions to include courier services, shredding services, medical and non-medical supplies, research & development and support services. In fiscal year 2021, the BSL team obligated over $45 million dollars in contract awards. Prior to joining the VA Brian owned and operated several successful small businesses for over 20 years. Brian earned a Master of Business Administration Degree from University of Phoenix and served in the United States Army from 1990 to 1996 as a Satellite Electronics Technician/Operator.
